By John BurtonSEA BRIGHT – There’s plenty to be done as the borough continues to work its way back after Super Storm Sandy and Mayor Dina Long is glad for the help Sea Bright received from a handful of county inmates.“There is no shortage of projects in Sea Bright,” Long said as she and representatives from the Monmouth County Sheriff’s Office joined seven inmates from the Monmouth County Correctional Institution, Freehold, as the inmates provided the labor for some work on the borough’s beachfront.Monmouth County Sheriff’s Officer Thomas Johnson is joined by Sea Bright Mayor Dina Long while overseeing inmates from the county correctional institution cleaning the beach in Sea Bright.Five to seven inmates traveled to the borough for much of the week of Jan. 28-Feb. 1 and cleared mounds of sand; cleaned up debris and trash; shoveled sand off of walkways along the borough’s sea wall along Ocean Avenue; and other needed work, according to Cynthia Scott, public information officer for the sheriff’s office.The group also worked on cleaning up the borough’s police headquarters that had been damaged in the late October storm, Long noted.The seven men, clad in orange jumpsuits, were stringing a length of dune fencing on Thursday, Jan. 31, along a section of beach located behind the borough hall and the former Donovan’s Reef bar site on Ocean Avenue.The fence is being erected in a zigzag pattern along that stretch to catch shifting sand and to build up the dunes. It’s an important step in helping rebuild the beaches, Long said.The mayor was happy to get the help. “We’re real lucky that Monmouth County has this program,” Long said.Over the last few weeks crews from the sheriff’s Inmate Labor Program have been working in Belmar and Bradley Beach, helping with those towns’ recovery and cleanup efforts. They are scheduled to be in Millstone the next week, Scott said.“I think this program is a good opportunity to help these towns” impacted by Sandy, Monmouth County Sheriff Shaun Golden said in a phone interview.The sheriff’s office has had the labor program for about 10 years. During his time as sheriff, Golden, who was elected in 2010, said he has increased it, with an average of three crews of five to eight inmates each, out in the field in any given week.The sheriff’s office operates the county’s 1,328-bed correctional facility and permits inmates incarcerated for minor offenses, usually first-time offenders, to participate in the program. It allows the inmates access outside of the facility, usually for five to six hours a day, and permits them to accumulate credits which could result in an overall reduction of their sentences, Golden said.The workforce is available at no cost to the communities, according to Scott.Sea Bright has benefitted from the program previously with crews coming to the borough to participate in the annual spring Project Clean Shores program, according to Long.

30 April 2004Shoprite Holdings and the Department of Trade and Industry’s Khula Enterprise Finance have signed a groundbreaking agreement to grant a limited number of retail franchise concessions, back by outfitting, training and mentoring support, to black entrepreneurs.The agreement, signed in Cape Town on Wednesday by Shoprite chief executive Whitey Basson and Khula managing director Xola Sithole, will grant successful small business (SMME) applicants a number of OK Franchise concessions on negotiable terms.OK Franchise and Khula will provide dual guidance in terms of outfitting, training and mentoring the SMMEs in a deal that promises to deliver maximum viability for the new businesses.Shoprite and Khula will also share the capital investment and risks associated with promoting the black economic empowerment (BEE) initiative, with Khula providing loans to concession holders to acquire equipment and furnish their stores.Shoprite, for its part, will supply stock without soliciting securities from concession holders, especially on the first stock consignment.“The issuing of a limited number of franchises by Shoprite will serve as the initial pilot project on whose successes and lessons the future expansion of this project will rest”, Basson said.“The strategic importance for SMMEs lies in their access to retail space in Shoprite’s multi-national retail chain.”Sithole said partnership with Shoprite would be a model for future partnerships between government agencies like Khula and the private sector for addressing the economic challenges facing the country.Khula, he added, would be launching similar joint venture initiatives across different industries such as mining and petroleum.Source: BuaNews
5 November 2012The South African Revenue Service’s (Sars’) chief legal and policy officer, Kosie Louw, has been elected chairperson of the Global Forum on Transparency and Exchange of Information for Tax Purposes, becoming the first African chair of the forum.Louw will hold the post for a two-year period starting in 2013.“On behalf of the South African government, I would like to congratulate Sars and Kosie Louw on his election as chairperson,” Finance Minister Pravin Gordhan said in a statement on Friday.“I am certain that the two years of South Africa’s chairmanship will be beneficial not only to the forum but also to the wider global tax administration community.”Gordhan said the position was important because the forum’s current mandate expires in 2015, and it is during South Africa’s tenure that a decision must be made on the best way forward.“SA’s tenure also coincides with very challenging times for tax administrations globally, especially when it comes to the exchange of information for tax purposes.”Promoting tax cooperation“Optimum transparency and exchange of information are critical for improving tax compliance and increasing the prospects of revenue collection at a time when most countries face fiscal constraints,” Gordhan said.“International cooperation among tax administrations is vital in an era of rapid movement of money and people across borders.”The Global Forum plays a key role in promoting tax cooperation and the exchange of information among revenue authorities.It feeds into the work of the Organisation for Economic Co-operation and Development and the Group of 20 on improving transparency on tax matters.The forum is the largest consensus-based organisation working to facilitate the exchange of tax information between jurisdictions, an important step towards an end to secrecy.“South Africa fully supports the work of the forum, whose peer review reports reflect a very good practice in exchange of information,” Gordhan said.Currently, the forum has a membership of 116 and is in a position to have a significant impact on how jurisdictions cooperate, not only in terms of transparency of information, but putting in more effort to ensure that taxes are collected and used in a way that improves the lives of the citizens of those jurisdictions.Forum members must ensure the integrity and sustainability of tax systems around the globe.“Governments have an obligation to create an environment conducive to economic growth and job creation – and to ensure that the benefits that come from that growth are shared broadly,” he said.“If this does not happen, we will be responsible for creating more inequality.”Source: SANews.gov.za
